What are commercial and retail scales used for?
Commercial and retail scales are used to determine the price for an item based on its weight, or to check that its weight is correct for the price the item is being sold for.
Retail and commercial scales perform a number of duties for checking and trading goods in commercial and food-related industries.

Do businesses require a commercial scale that is legal for trade?
If you are using the scale for buying or selling goods by weight then you will need to have a trade approved commercial scale.
